Ghana has achieved Tier 1 status in the 2024 Global Cybersecurity Index (GCI) released by the International Telecommunication Union (ITU), ranking among the top countries globally for its cybersecurity practices. The five-tier system places Ghana in the “Role Modelling” category, which is the highest rank, signifying the country’s leadership in cybersecurity.
With an impressive score of 99.27%, Ghana ranks second in Africa, just behind Mauritius, and is one of only five African countries to reach Tier 1. This milestone reflects Ghana’s advanced cybersecurity framework and its ability to serve as a benchmark for other nations, particularly in Africa.
The GCI evaluates countries based on five strategic pillars: Legal Measures, Technical Measures, Organisational Measures, Capacity Building, and Cooperation. Ghana’s 2024 score marks a significant improvement from the 86.69% it achieved in 2020, thanks to key initiatives such as the Cybersecurity Act 2020, protection of critical information infrastructures (CIIs), the establishment of the Joint Cybersecurity Committee (JCC), and international cooperation efforts.

Ghana’s success is also credited to the implementation of child online protection measures, cybersecurity awareness programs, and the development of the Computer Emergency Response Team (CERT) ecosystem. Internationally, Ghana has become a hub for cybersecurity training and capacity-building efforts.
However, the report also highlights that despite strong performance in most areas, there is room for improvement in capacity development. Increased investment in both public and private sectors is needed to sustain the country’s leadership in cybersecurity.
